The ceremony held at the historical Osamanagiç Mosque in the Montenegrin capital of Podgorica President of Diyanet Görmez dressed Rıfat Feyziç with an Islamic robe as the new Chairman of the Islamic Sheikhdom of Montenegro. Feyziç was elected by the Montenegro Islamic union electors board last month.
President of Diyanet Görmez said the inauguration should be marked as a day of jubilation for Muslims and non-Muslims in Montenegro went on to say "this occasion should be a day of jubilation for all the Muslims in Montenegro. But it is also the day of jubilation for those who are non-Muslims in Montenegro because we take on these tasks to uphold peace, justice and compassion."
The inauguration ceremony is regarded as a special occasion in Montenegro since the Ottoman times.
Speaking to the Muftis of the Balkan countries who packed the Osmanagiç Mosque President of Diyanet Görmez had these to say;
"I pray that the Inauguration ceremony will lead to benediction, fondness and compassion for the Muslim and non-Muslim Montenegrins?"
I would like to offer my prayers of benediction for our elderlies who brought the messages of Islam to these lands centuries ago as I start my address. I wish to the Almighty that thy conveys the messages of this esteemed meeting in Podgorica to the souls of Mehmet the Conqueror, Murat Hudavendigar, Gazi Hüsrev in Bosnia, Alaattin Bey in Kosovo, İsa Bey in Macedonia, Ethem Bey in Albania whose places are in heaven. Above all I would like to convey my wishes that this inauguration ceremony brings blessings to our Muslim brothers and sisters living in Montenegro. I also which that this meeting brings benedictions, justice, compassion and mutual fondness to all Muslims in the Balkans and even to those who are not Muslims.
"Administrative duty is a great mission entrusted to people?"
Yesterday in Turkey a new government was formed and had its first meeting. All the officials who started this mission in Ankara attended the Friday Prayers at the Hacı Bayram Mosque. I delivered the Friday khutbah to the congregation. I tried to convey a hadith by our beloved Prophet to them. It was the ninth year of the Hegira and the Prophet was choosing administrators and governors for Islamic lands. All those among his companions who were qualified or unqualified were requesting to be appointed to these missions. Ebu Zer Gifari came up to the Prophet and said "could you appoint me to one of these posts?" The prophet told him "you cannot carry this mission entrusted to you." Then the Prophet gathered his companions to the Mosque in Medina and went up to the altar and addressed them saying "Ohh people, I see you all want to lead. You all want to be high officials. But be careful this is a great mission entrusted to your safekeeping. If you cannot look after what has been entrusted to you will be hurt and regretful on the Day of Judgment.
"Administrative duties are shirts of fire?"
Every administrative post is a mission entrusted to us. In Turkish we call such positions a shirt of fire. The post that Rıfat Feyziç will take on is not just a shirt of fire but it is a cloak and a robe of fire. The shirt only burns half of the body while the cloak and robe burns the entire body. That is why we should pray for those who take on this duty not to burn by Allah. I came here to pray for Rıfat feyziç that Allah never burns him. May Allah burn any of us. We have a turban. You call it an "Ahmediye" here. In some places it is called "Osmaniye." The cloth around this turban is to be seven meters long. That is the length of a burial robe. When we put this above our head we give the message that "I am ready to die. I am prepared to give an account to the Almighty." That is why these pots are so important. May Allah help us carry these missions with success.
"I request from you to keep alive in all the Balkans the morals and rules of coexistence which we established in the Balkans together?"
Today the religion of Islam and the geographies where Islam exists are going through very tough times. Islam has brought benediction to the earth and yet murders are being committed in the name of Islam. The Islamic geography has not been able to shed itself from being the battle ground of the world powers. We have generations who have been raised with wounded consciences. These wounded consciences could not learn science, knowledge, wisdom and they grew up ignorant. There were great civilizations that we established in history. The civilization in Andalusia was destroyed after ruling for eight centuries where as it was this civilization that brought enlightenement to the West and save them from darkness. We lost the civilization we set up in Transoxiana. There are fires in Damascus, Baghdad, Cairo, Sana and Tripoli; we observe blood and tears being shed. There are several reasons for this. However it is also a fact that we are suffering because those who wear the turban on their heads have not performed their duties. So new have great duties lying ahead for us. I request from you to keep alive in all the Balkans the morals and rules of coexistence which we established in the Balkans together.
"Today the side roads are threatening the main path of Islam?"
Do not allow the ills in the Islamic geography to spill over to Montenegro, Kosovo, Albania, Bosnia, Macedonia and to this region. One day our Prophet held the shell of a date in his hands and drew a straight line on the sand with it. Then he drew some sidelines joining this line. He later showed the first straight line and said "this is the main path of Islam. I leave you on this path of Islam. It is as clear as day and night." Then he showed the other lines and said these are side roads that lead to the main path. The danger we are faced with today is that the side roads have started to invade the main path. The side roads are about to occupy the main path. We should not allow this. This can only be done through science, knowledge and wisdom. We need compassion and skills. We leant from Islam that the neighbor in untouchable irrespective of their religion.

All people with beliefs should be able to live on these lands in a free manner. The main path of Islam taught us this. This inauguration ceremony is an indicator of this. Today we may be holding a ceremony in Podgorica in an Ottoman temple. However this inauguration ceremony at the Osmanağa Mosque offers a promise that we will uphold forever the fraternal bonds, peace, justice and unity that we established together.
"Today is a day of jubilation for Muslims and non-Muslims in Montenegro because with these duties we are trying to uphold peace, justice and compassion?"
This occasion should be a day of jubilation for all the Muslims in Montenegro. But it is also the day of jubilation for those who are non-Muslims in Montenegro because we take on these tasks to uphold peace, justice and compassion. I hope this inauguration brings blessings.
After this Islam Sheikhdom Chairman Feyziç made a speech in the Bosnian language and then turned to Görmez and in Turkish he said "It is a great source of joy for me to be receiving this duty from you. Not only for me but it is a great source of joy for all Muslims."
The ceremony at the Osmanagiç Mosque restored by the Turkish Cooperation and Development Agency (TİKA) continued with a mini-concert by the Mehmet the Conqueror Madrasa Chorus which offered hymns in Turkish and Bosnian.
The event was attended by the Muslim leaders of the Balkan countries.
